CIA operative Kate Devlin just broke a cardinal rule of espionage: Never create a terrorist. 

These things happen in the world of intelligence, and it might not be so bad if her accidental terrorist, now a rising member of Yemen’s most dangerous jihadi group, didn’t have orders to kill American security consultant Nick Cavanaugh. 

Nick could do without the CIA aiding and abetting his death. It isn’t the first time terrorists have tried to kill him, but he’s starting to worry it might be the last.
